In addition, the position will research and analyze the production of internal compliance policies and procedures and lead monitoring and compliance efforts with partners. This position is focused on compliance for the HUD Entitlement Grants (CDBG, HOME, HOPWA, ESG).</span></span></p><p style="margin: 0px;padding: 0px;font-style: normal;color:inherit;text-align: style="margin: 0px;padding: 0px;">This position is critical to supporting Human Services Department funded projects with non-profit and city partners throughout the City of Seattle.</span></span></p><span style="margin: 0px;padding: 0px;"><span style="margin: 0px;padding: 0px;">Policy and Procedure Development</span></span><span style="margin: 0px;padding: 0px;"><span style="margin: 0px;padding: 0px;">:</span></span><ul style="margin-bottom: 3pt;"><li><span style="margin: 0px;padding: 0px;"><span style="margin: 0px;padding: 0px;">Develop, implement, and maintain internal policies and procedures to ensure federal grant compliance across the department as well as with other city departments and external partners.</span></span></li><li><span style="margin: 0px;padding: 0px;"><span style="margin: 0px;padding: 0px;">Update internal policies as needed to reflect changes in federal regulations and ensure continuous compliance.</span></span></li><li><span style="margin: 0px;padding: 0px;"><span style="margin: 0px;padding: 0px;">Conduct regular risk assessments related to grant compliance and recommend improvements to mitigate risks.</span></span></li></ul><span style="margin: 0px;padding: 0px;"><span style="margin: 0px;padding: 0px;">Grant Compliance Monitoring</span></span><span style="margin: 0px;padding: 0px;"><span style="margin: 0px;padding: 0px;">:</span></span><ul style="margin-bottom: 3pt;"><li><span style="margin: 0px;padding: 0px;"><span style="margin: 0px;padding: 0px;">Work with FGMU team to establish regular risk-based monitoring plans.</span></span></li><li><span style="margin: 0px;padding: 0px;"><span style="margin: 0px;padding: 0px;">Monitor project partners in accordance with the annual monitoring plan to ensure compliance with federal grant laws and regulations, terms, and conditions.</span></span></li><li><span style="margin: 0px;padding: 0px;"><span style="margin: 0px;padding: 0px;">Review and audit financial records, progress reports, and other documentation submitted by grant recipients to ensure proper use of federal funds.</span></span></li><li><span style="margin: 0px;padding: 0px;"><span style="margin: 0px;padding: 0px;">Identify non-compliance issues and work with FGMU staff, city departments and external stakeholders to resolve issues in a timely manner.</span></span></li></ul><span style="margin: 0px;padding: 0px;"><span style="margin: 0px;padding: 0px;">Monitoring and Audit Support</span></span><span style="margin: 0px;padding: 0px;"><span style="margin: 0px;padding: 0px;">:</span></span><ul style="margin-bottom: 3pt;"><li><span style="margin: 0px;padding: 0px;"><span style="margin: 0px;padding: 0px;">Assist in preparing for and supporting internal and external monitoring reviews and audits related to federal grants.</span></span></li><li><span style="margin: 0px;padding: 0px;"><span style="margin: 0px;padding: 0px;">Provide documentation and reports to federal grantors and auditors as required.</span></span></li><li><span style="margin: 0px;padding: 0px;"><span style="margin: 0px;padding: 0px;">Ensure that monitoring and audit findings related to federal grants are addressed promptly and appropriately.</span></span></li></ul><span style="margin: 0px;padding: 0px;"><span style="margin: 0px;padding: 0px;">Grant 0px;padding: 0px;"><span style="margin: 0px;padding: 0px;">Prepare and review periodic reports for federal grantors, ensuring accuracy and compliance with grant terms related to report content, financial accounting and submission deadlines.</span></span></li><li><span style="margin: 0px;padding: 0px;"><span style="margin: 0px;padding: 0px;">Assist in responding to inquiries from federal agencies regarding grant performance, financial, or compliance issues.</span></span></li></ul><span style="margin: 0px;padding: 0px;"><span style="margin: 0px;padding: 0px;">Collaboration and Communication</span></span><span style="margin: 0px;padding: 0px;"><span style="margin: 0px;padding: 0px;">:</span></span><ul style="margin-bottom: 3pt;"><li><span style="margin: 0px;padding: 0px;"><span style="margin: 0px;padding: 0px;">Work closely with project managers, finance teams, other city departmental staff, and external stakeholders to ensure the effective and compliant use of federal grant funds.</span></span></li><li><span style="margin: 0px;padding: 0px;"><span style="margin: 0px;padding: 0px;">Communicate with federal funding agencies and representatives to clarify grant requirements, requests for information and to resolve compliance issues.</span></span></li></ul><span style="margin: 0px;padding: 0px;"><span style="margin: 0px;padding: 0px;">Training and Guidance</span></span><span style="margin: 0px;padding: 0px;"><span style="margin: 0px;padding: 0px;">:</span></span><ul style="margin-bottom: 3pt;"><li><span style="margin: 0px;padding: 0px;"><span style="margin: 0px;padding: 0px;">Provide training and technical assistance to HSD program staff, other city staff, and subrecipients on federal grant compliance requirements.</span></span></li><li><span style="margin: 0px;padding: 0px;"><span style="margin: 0px;padding: 0px;">Develop training materials and resources to promote awareness and understanding of compliance standards.</span></span></li><li><span style="margin: 0px;padding: 0px;"><span style="margin: 0px;padding: 0px;">Serve as a resource for questions regarding federal regulations, procedures, and compliance best practices.</span></span></li></ul><span style="margin: 0px;padding: 0px;"><span style="margin: 0px;padding: 0px;">Performs other related duties of a comparable level/type as assigned.</span></span><strong>Minimum Qualifications:</strong><br><ul style="margin-bottom: 3pt;" data-pasted="true"><li>Bachelor's degree in Business Administration, Public Administration, Finance, Accounting or related field.</li><li>Three years professional experience in budget management, financial analysis, accounting, or related work</li></ul><p style="margin: 0px;padding: 0px;font-style: data-pasted="true"><li>Experience working with federal agencies, non-profits, or government contractors is preferred.</li><li>Knowledge of federal grant programs, specifically Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), Housing Opportunities for Persons with AIDS (HOPWA), and HOME Investment Partnerships Program (HOME).</li><li>Certified Grant Management Professional (CGMP) or similar certifications.</li><li>Experience in conducting or supporting grant monitoring and audits.</li></ul><br><p style="margin: 0px; padding: 0px; font-style: normal; color:
