This position will serve in a planning and oversight role for water transmission system asset management and capital improvement program investment. This position is critical to meet system planning, condition assessment, asset maintenance, and re-investment planning needs for the water transmission system.</span></p><p style="margin-top:0in;margin-right:0in;margin-bottom:0in;margin-left:0in;text-align:justify;"><br></p><p style="margin-top:0in;margin-right:0in;margin-bottom:0in;margin-left:0in;"><span style="color:inherit;">In this role, you will join SPU’s Transmission & Distribution Systems Planning Section within Planning & Program Management Division and focus on planning and initiating water infrastructure capital improvement projects. You’ll serve as program manager of our water transmission system program, helping identify and plan transmission system rehabilitation and capital investment needs. Develop project alternatives, carry out options analysis, identify preferred alternatives, develop project scopes and budgets and secure project approvals. </span></li><li style="margin-top:0in;margin-right:0in;margin-bottom:8.0pt;margin-left:0in;"><span style="color:inherit;">Serve as Water Transmission System Capital Program Manager:<strong> </strong>Direct and oversee water transmission system asset management and capital improvement programs. Programs under this position's oversight include transmission pipelines & facilities rehabilitation, cathodic protection program, transmission system water storage facilities & pump stations, and metering. Capital program management work includes lead responsibility for assessment, planning, prioritizing and initiation of transmission system capital investments, formulating and managing capital program budgets, working collaboratively with SPU’s Project Delivery and Engineering Branch to implement, track, and execute capital plans and projects. </span></li><li style="margin-top:0in;margin-right:0in;margin-bottom:8.0pt;margin-left:0in;"><span style="color:inherit;">Act as Subject Matter Expert: Develop familiarity with the Seattle water transmission system, including the wholesale systems, and over time become a subject matter expert on SPU's water pipelines and transmission system assets and operations. Assist in problem solving for issues that develop on the transmission system including major infrastructure failures, and support / oversee planning and analysis for major internal SPU transmission system repair projects. </span></li><li style="margin-top:0in;margin-right:0in;margin-bottom:8.0pt;margin-left:0in;"><span style="color:inherit;">Work with Water Seismic Resiliency Program Manager on implementing the recommendations of SPU's 2018 Water System Seismic Study including prioritizing and carrying out seismic resiliency projects for the water transmission system.</span></li><li style="margin-top:0in;margin-right:0in;margin-bottom:8.0pt;margin-left:0in;"><span style="color:inherit;">Work collaboratively with internal partners to develop and implement asset management plans for water transmission system assets including pipelines and appurtenances, concrete reservoirs, meters and pump stations. </span></li><li style="margin-top:0in;margin-right:0in;margin-bottom:8.0pt;margin-left:0in;"><span style="color:inherit;">Develop RFPs, lead consultant selection processes and negotiate and manage consultant contracts for planning, analysis/ assessments and development of capital project options. </span></li><li style="margin-top:0in;margin-right:0in;margin-bottom:8.0pt;margin-left:0in;"><span style="color:inherit;">Coordinate contracts, designs, and new water transmission infrastructure construction with other agencies such as Sound Transit and WA State DOT. Serve as Water Line of Business reviewer of final plans, specifications, estimates, and agreements. Coordinate work of contractors affected, public agencies, and utility crews. Meet with representatives of other agencies and City departments to discuss current or proposed projects. </span></li><li style="margin-top:0in;margin-right:0in;margin-bottom:8.0pt;margin-left:0in;"><span style="color:inherit;">Participate / lead real property negotiations and real property rights enforcement involving transmission system assets. Assure that SPU is reimbursed for its support for work by other agencies on SPU property.
